Inserting staffs (correct version)

I am having a problem inserting staffs. Every time I try it looks like this:

_____________________________
_____________________________
treble________________________
cleff_________________________
_____________________________
|
|_____________________________
_____________________________
bass__________________________
cleff_________________________
_____________________________
|
|_____________________________
_____________________________
_____________________________
_____________________________
_____________________________

and I want it to look like this:

____________________ ____________________
|___________________|____________________
| treble____________|treble______________
| cleff_____________|cleff_______________
| __________________|____________________
|                  |
|___________________|____________________
|___________________|____________________
| treble____________|bass______________
| cleff_____________|cleff_______________
|___________________|____________________
|
|____________________
____________________
bass________________
cleff_______________
____________________

Can this be done?
Thanks,
Adam

Certainly.  When you are at the location where you need a new clef, just click on the icon which looks like that clef.  Or, under the "Insert" menu, just pick "Clefs".
Since 1998

It looks like you might be confusing the addition of staff parts with the change of clef. As Warren points out, changing a clef is as simple as Insert|Clef.

If you want to force the start of a new system at that point, you can use the Force System Break option on the preceding bar line in the top-most staff.

It is also a good idea to look at the samples if you have a misconception about how parts are presented in NWC.
