How to place crochet rest below minim rest on Treble staff

I've come back after a break of about 3 years to using NW 2.5 and am desperately trying to sort out transposed down carols for Christmas.  For accompaniment I need to place a crochet rest below a minim rest on Treble staff but can't work out how to do it.  Elementary no doubt but so far I'm unable to do it.  Can some kind soul please help this tyro?

You can use 2 staves and layer them (see attachment). For a single staff, use text for the longer rest:

Oops, layering of staff is greyed out - I'm inevitably on last part of last verse of carol... Do I need to restart and make sure I've selected layering staff before I begin?

File  > Page Setup > Allow layering

layering of staff is greyed out
In addition to what Haymo wrote, Layer with next staff is always greyed out on the bottom visible staff. Makes little sense, but that is the way it is.
