Note placement

While I am familiar with moving a note on staff up or down using the "Ctrl-Shift up/down arrow"
keys, is there a way to move notes sideways to put note permanently in place?

Any help would be appreciated.

Depends. If you mean,  "I want to be able to select the note and then move it to another measure (or another beat or beat subdivision of the same measure)" then the answer is no - except, of course, through cutting and pasting. If you just want to shift its horizontal position in the score a little bit without changing the sound of the music, though, there are a couple of ways - both with significant drawbacks. One way is to use spacers. The disadvantage here is that a spacer will impact all notes at that location in the score, on all staves, equally, so it's no use for adjusting a note in relation to other notes in the same chord. A second, more nuanced, way is to use extra note spacing. Find this by selecting a note and pressing <Alt><Enter> to bring up the notation properties box. You'll find a spinner there, labeled "Extra Note Spacing," which will allow you to move the selected note forward by 1, 2, or 3 spaces. This moves just the selected note; however, it only moves it forward, only by relatively large increments, and only the note, not any accompanying accidental. Its primary purpose is to avoid note collisions between different layers of the same staff.

Perhaps you could be more clear about the problem you're trying to solve.  If extra note spacing or spacers don't do the job maybe you actually have a note or rest value issue which is causing placement to be unexpected.
