As seeing the attachment, each spacings of notes are different.

Perhaps if they are selected, the stem icons shouldn't be useable or clickable.

I don't see a bug here.

For the limited subset of split chords where each "voice" has the same duration, NWC2 offers two spacing methods for upflags. The stem icons simply toggle between them. Both spacing methods have their uses. Depending on the context, one may be superior to the other. For triplets, this also alters playback.

This spacing change also applies to RestChords. Unfortunately, NWC2 disables the stem icons rather than allow the user to flip the RestChord.

IMO, NWC2 is too quick to disable icons, but changes to this area of NWC2 stopped long ago.
