G'day Kristopher,
if you highlight a section of a staff in the editor, select copy special, then open, say, MSPaint and paste into there you will see what it does.
It is designed for copying from the NWC editor into a graphical editor like paint...
If you click on |Help|Search for help on...| and enter cop into the search box, you'll notice that the "Copy Special Command" is second in the list - the explanation is there.
