Help with beaming notes with different stem directions

Heres my problem. I want to have two notes with different stem directions, but I want them both beamed, like this:

but I can only do it with one set of notes:

In NWC, this has to be done with layers. Try viewing the attached clip both with and without "allow layering" checked in the "view" menu.

How do you create a layer?

EDIT: NVM, layer with next staff.
