What is a moment musical?

What is a moment musical? Does it have a special form?  Does it have to have special characteristics?  Is there a technical difference between a bagatelle and a moment musical?

"This is one of a set of short piano pieces by Schubert called "Moments Musicals" or "Musical Moments". Although it is supposed to be played quite fast (Allegro Vivace) it is quite forgiving in terms of speed, and is therefore suitable as a practice piece for any pianist of moderate ability."

Note:  quote is from a site resulting from a Google search for "moment musical".

Also, (un) "moment musical" is French for (a) musical moment, which is probably the intent: by way of label, rather than specific form.
