Now to Add a note?

Hi all~
I have a problem whwn I was entering a song.
In one bar of my song , there are two voice .
but when I want to add a 1/2 note under a 1/2 rest,
the error come out .
I can't add it .
Can anyone help me about this ?

Select the rest and give it a "tail direction" (up or down). Now select the opposite direction and enter the note as a chord member (using the control-enter combination).

However, if the note and rest are of the same duration, this will be disallowed by NWC. See the help file section for Insert Chord Member for details on all of the rules.

I've looked in a couple of books for reference but cannot find the 'rule' that I'm looking for. If the rest is the same time value as the notes in the chord, why can it not be included in it ? is this a music theory 'rule' or is it determined by the way NWC works ?

This is not music theory, but how the program works.
