Midi add new instrument disabled

Why is it that I can't add new instrument from
controlpanel-> multimedia-> midi?
The add new intstrument buttom is disabled.

This button is used to associate an IDF (Instrument Definition) file with a MIDI port. Perhaps your computer does not have hardware installed that Windows recognizes as eligible for Instrument Definition selection.
