Can special endings be visually extended all the way to the Master Repeat Close in order to have a closed ending that closes at the last measure instead of just at the measure where the ending began?

Yes.
Just keep inserting the neutral special ending in each measure.
The easiest way to have a neutral special ending is to click "continue prior ending".
Optionally, the last one can also be a "closed ending".
