Question on stem direction - both up and down on the same single note?

When transcribing a hymn tune, for example -
on the lower stave, normally the bass notes are written stem down and the tenor notes are written stem up.

If they happen to be singing the same note, the convention is to print the single note with a stem up AND a stem down.

Is there any way of doing this in NWC 2.1?

Yes, there are two different methods.

On a single staff, set the stem direction and place the first note.
Then change the stem direction to the opposite direction, hold down the control key and press enter. You will then have a two stem note with stems in both directions.

The other way is to use layering and to have for example the bass notes stem down on one staff, the tenor notes stem up on a different staff and then layer the two staffs so that they are directly on top of one another.
To do this, go to the properties of the top staff and, in the visual box, select layer with next staff.
