Staffs

i've looked for it on it and can't find it so i was wondering, would it be possible to have a feature that would enable you to move staves up and down in the editor?
so that if:

Flute
Clarinet
Violin
Horn

could be made into

Flute
Clarinet
Horn
Violin?

This can be done two ways:

1) Shift+Control+Page Up/Page Down

2) Staff, Move Staff
