Hello:

No matter what instrument I assign to a staff, everything plays back as if it's a harmonica. What could be the problem?

It could be that you have an instrument patch command in the staff itself. For the harmonica patch this would look like:

{#023}

If you select this and press delete, it will be gone and the instrument you assign in Staff Properties should be active.

Another possibility: you may have another staff on the same channel, with harmonica assigned to it. You can use Tools -> Score Review to look for duplicated channel assignments.
