Isn't there a user tool with a command file?

There is:
NoteWorthy Composer 2 includes a new User Tool facility.
The starter kit includes the following tools:
  • Arpeggiate (nwsw)
    This script adds leading grace notes into selected quarter, half, or whole note chords in order to create an arpeggio sound effect during play back.

Hi Mazzltov,
for the sound, the easiest way is the "arpeggiate" user tool which is installed with the user tool starter kit.

For appearance you need a text entry using a font with the correct symbol.

While I haven't used Flurmy's improved arpeggiate user tool I think it's reasonable to assume it works.  This tool purports to create the audible part of the arpeggio as well as creating the required text entry for the symbol.

If you don't want to learn how to install his user tool then simply install the starter kit for the standard arpeggiate tool and create the required text entries manually.  The links above will take you to appropriate discussions.

It's actually harder to describe than to do.
