I dont think this is possible with NWC (someone may contradict me - they usually do).

With a sequencer:-

In the Event List in your sequencer
On the required Track
Enter Controller 101 0 (Select Pitch Bend RPN)
Enter Controller 6 12 (Sets Pitch Bend to +- 12
semitones)

Do your pitch wheel thing in here.
A semitone = 683 (close enough)
An octave = 8192

Reset with 101 0
then data 6 2 in the same track.

Do a Reset All Controllers 121 0 at the end of the track to
settle it all down.
