G'day Heath,
the anchor you refered to is the "handle" you need to select in order to edit the dynamic. Actually, this applies to any object on the staff that doesn't have "preserve width" checked. Dynamics are this way by default.
You mentioned "always end up deleting one or more notes at the same time". This sounds like you may be trying to select objects using the mouse. You will find it much easier to use the <Shift-Arrow> combination to select objects. I.e. move the cursor adjacent to the object or its anchor then <Shift-Arrow> across it to select.
One thing I like to do if I'm unsure I've selected the correct object (can happen when you get a few things crowded together - 'specially if some of the are |Print|Never|) is <Ctrl-Shift-Up/Down Arrow> and see which one moves (or changes - e.g. barlines).
Once an object is selected, <Alt-Enter> will allow you to edit it.
