is the newsgroup news2.ezusa.net still running

I cannot access it for two days

It does appear to be down.  It's been the same here for two days.

It comes and goes. Downtimes may last up to one hour or more. The same problem also occurs with the soundfont newsgroup (news.silco.com) though more rarely.

Down now. :(

How can something last "up to" one hour "or more?"
Doesn't "up to" set an upper limit?
So how can there be more?
