I'm now using nwc 1.70 exclusively. Can I remove c:\windows\nwc.ini?

Yes.
Alternatively, you can mark the NWC.INI file that is in the NoteWorthy Composer program folder as "read-only" and force it to use the copy in your Windows folder.
