Title: rearrange staff grouping

Would like to arrange 17 staffs as fallows: a woodwind quintet - string quartet - 2 percussion - solo plus SATB. 17 lines all together. HELP!

It fits perfectly with the 16 MIDI channels of a single device.
Where is the problem?

I think Paul may be asking how to add the additional staves and how to group them.

<Atrl+A> will add a staff.

<Alt+Enter> on the active staff will get you to the staff properties where you can set the type in the "Visual" tab.  Select type depending on what you desire with respect to grouping indications and whether barlines extend to surrounding staves.

Staff properties will also allow you to set MIDI channel and instrument choice - amongst other parameters.

He might also be looking for a way to bracket the staves into groups. Which it isn't currently possible to do. And should be.

Carl,
your template is pretty much the same as I've been doing scores, 
with a hidden, muted ch 10, zero line staff, open ended, to separate orchestral groups.

I've changed it a bit and added some advice.
