Title: Daniel

In NWC 1, when combining two parts onto one staff, staccato dots associated with one part often come to lie on top of the notes associated with the other part, rendering them useless.

Is there a way in NWC 2 to control manually whether staccato dots are drawn above or below the note, similar to the way we can control the direction stem, slurs, or ties are drawn?

Yes, highlight one or more notes type CTL-e.  On the "note" tab you will find a check-box labeled "use stem of articulations".  This will move staccato, tenuto and accent to the end of the stem of any accented notes in the highlighted area.
