CAN SOMEONE PLEASE EXPLAIN THE 4TH ENHANCEMENT TO NWC2 WHICH READS "AN EXISTING INSTANCE OF THE VIEWER CAN OPTIONALLY BE REUSED FOR SUBSEQUENT PROGRAM INSTANTIATIONS"

The NWC Viewer includes an option to reuse the same Viewer window when you open an NWC file for viewing from Windows Explorer, your e-mail or news client, etc. If you want to get multiple viewer windows, you can turn this option off.
