When I import MIDIs, NWC does not recognize dynamics, but it does recognize tempos...So I think the answer to your question is no, but tempos are recognized in NWC.

MIDI does not actually contain dynamics and tempo expressions, at least not they way they are shown in sheet music. It might be possible to "guess" expressions during import, but more likely than not they would have to be manually edited - so NWC doesn't do it.
