Is it possible to place a rest over a note? For example, I am inputting a piece that requires a quarter rest over a dotted half note. Can this be done.

No prob. Just hit shift, up arrow to set stem direction to up, (or shift, down arrow either one, depending on if you want the rest above or below the note) put in your rest (this must be done first) then hit shift, up/down arrow again to return stem direction to automatic, then use control/enter to put in your note.
