Three ways that I know of:

1: Play the mp3 while recording it in a separate wav recorder application. The least desirable, since it will include any analog noise that your sound card may introduce. Requires full-duplex sound card (most are these days).

2: Use l3dec.exe (included in Fraunhofer's classic l3enc package). This is the approach I use.

3: Use WinAmp's DiskWriter output plug-in. I've also used this, it works well.

Try RightClickMP3 - (it's free).

http://execpc.com/MrShannon

Once installed all you do is right-click on an mp3 to convert to a wav file.

Or right-click on a wav file to convert to mp3.

For the latter conversion bitrates upto 320 kbps can be configured.
